Italy participation in the ICANN Governmental Advisory Committee and the Consultation Table with the Civil Society during the World Summit on Information Society 2005

1. ICANN Governmental Advisory Committee (GAC)

Since 1999 Stefano Trumpy - expert Institute of Informatics and Telematics of CNR - acts as Governmental Advisory Committee (GAC) member for Italy within ICANN. During the XIV leg. (2004-2006), the Ministry Lucio Stanca confirmed Stefano Trumpy as Italian GAC member.

To reach another person on the Internet you have to type an address into your computer - a name or a number. That address has to be unique so computers know where to find each other. ICANN coordinates these unique identifiers across the world. Without that coordination we wouldn't have one global Internet. ICANN receives input from governments through the GAC. The GAC’s key role is to provide advice to ICANN on issues of public policy. The Internet is a global phenomenon and opens huge opportunities for all countries’ economies and citizens. However the world is not uniform. Each country and distinct economy has different laws, different attitudes, and different policies and the GAC seeks incorporate the diversity of these views in its advice to ICANN. Participation in the GAC allows countries and distinct economies to influence policies concerning the management of the DNS and related functions, which are important to the overall operation of the Internet. Because the GAC brings together a diverse collection of knowledge and expertise, GAC members have also realised significant benefits from participating in the Committee.

In particular, the GAC considers ICANN's activities and policies as they relate to the concerns of governments, particularly in matters where there may be an interaction between ICANN's policies and national laws or international agreements. The GAC is regularly attended by national governments, distinct economies, and multinational governmental organisation such as the ITU and the World Intellectual Property Organisation (WIPO).

2.The Consultation Table with the Civil Society

Laura Abba e Stefano Trumpy participated to the WSIS Consultation Table of the Italian Ministry for Innovation and Technologies, upon invitation by Minister Lucio Stanca. The Consultation Table with the Civil Society during the WSIS 2005 was the first institutional support to multistakeholder dialogue.
